Rally for Scheduled Tribe status to 11 communities in Darjeeling Siliguri
The youth wing of the Gorkha Janmukti Morcha today said it will hold a mass rally on June 2 to push for the demand of granting Scheduled Tribe status to the 11 communities of the Darjeeling hills and the plains of Siliguri.
The Gorkha Janmukti Yuwa Morcha (GJYM) rally will start from the Motor Stand area from eleven in the morning and end at Chowrastha and everyone has been asked to support the demand. The GJM has been demanding tribal status for 10 communities from the hills and one from the Dooars area. The communities from the hills are Bhujel,
Gurung, Mangar, Newar, Jogi, Khas, Rai, Sunwar, Thami, Yakha (Dewan) and the plains community is the Dhimal.
The Morcha got a boost to its demand after Prime Minister Narendra Modi endorsed it during an election campaign for party candidates in the north Bengal region recently. Earlier this year a committee was also formed by the Union Ministry of Tribal Affairs to examine and make recommendations.
“The PM has given a positive response to our demand. A committee has also been formed by the central government. It must be remembered that we are demanding for ST status and therefore, we must take proactive steps to pursue the issue,” said Sanjeev Lama, the GJYM general secretary, today.
The state government too had recommended the inclusion of the 10 hill communities under the tribal status category. At present, the Bhutia, Sherpa, Yolmo, Lepcha and Tamang come under the Scheduled Tribe status. The Bharatiya Gorkha Janjati Sangarsha Mahasangh (BGJSM), an umbrella organisation of the communities demanding tribal status, too has been pursuing the issue with the central government. After the Centre’s initial nod to look into the issue, the Mahasangh has started a mass signature campaign to garner support and make people aware of the demand.
“We Gorkhas have faulted on many occasions with our various demands because of disunity. But the time has come to work together and take forward this demand to its end,” said Amrit Yonzon, the youth front’s spokesperson. (EOIC)

Nepal government invites Indian journalists for familiarisation trip

The Nepal government has for the first time invited Indian journalists for a familiarisation trip to promote the hill areas of Mechi zone in eastern Nepal.
Nepal's Cultural, Tourism and Civil Aviation Ministry has commissioned a six-day trip for journalists working for media houses in Siliguri, Kolkata and Gangtok. The trip, organised by the Mechi Hill Area
Tourism Development Committee, Ilam starts on June 1 from Kakarvitta in the Nepal border where more than 20 Indian journalists, including some tourism industry stakeholders, will be welcomed by a Nepalese delegation.
Raj Basu, the convener of Association for Conversation of Tourism (ACT), and co-coordinator for the Indian team, said the trip is a first for Indian scribes who will be visiting the mesmerising and picturesque
hills in Mechi zone. The trip starts from Kakarvitta and cover Antu Danra, Ilam, Pachthar, Phidim, Taplejung, Phungling Bazaar, Pathivara Temple, Suketar, Hilehang, Kalpokhari and many other interesting places.
Basu said the Nepal government planned the familiarisation trip after the successes of the Indo-Nepal Friendship Meet 2015 and the Asian Rural Tourism Festival.
Indian journalists will also get an opportunity to meet their counterparts from Nepal based in remote hill areas. The will trip include trekking, 4W Land Rover drive, interaction with various communities of the hills,  participation in local cultural fests and visits to tea gardens. The farewell programme will be held on June 6 at Kakarvitta. (EOIC)

Darjeeling tourism seeing better days

A year after the devastating earthquake in Nepal, the Darjeeling tourism scene appears positive as this year’s peak season has ushered in visitors, both locals and foreigners, in scores.
Last year’s quake had shaken Darjeeling too and its tourism sector experienced a steady slump. As repeated tremors were felt throughout the region, hotel bookings saw wholesale cancellations and almost every tourist retreated to the plains. According to Pradip Lama, secretary, Darjeeling Association of Travel Agents (DUTA), most tourists frequenting the Darjeeling-Sikkim-Nepal circuit and primarily hailing from Odhisa, Maharashtra and Gujarat had had to cancel their bookings as fears of impending tremors persisted.
The peak tourism season in Darjeeling begins from the second week of April and continues well into the third week of June. Tourist footfalls this year have surged to the highest compared to the last three to four years. Most hotels are booked to their capacity, and are confident of enjoying 70-80 per cent occupancy even after the third week of June. Lama says it is getting difficult for him to provide vehicles at subsidised government rates, now that demand for such vehicles is at its maximum.
At the premier Darjeeling Planters’ Club, all the rooms have been booked for the entire month of June. According to an employee there, room bookings at the Club did see a decline after the earthquake, but gradually picked up pace in June-July. This year, despite incessant rains and the recent elections appearing to play spoilsport, there has been a rise of 25-30 per cent in bookings.
The owners at Chandulals, a shawl store near Chowrasta that mainly depends upon tourists, are all smiles. According to them, shawls are being bought on a mass scale this year as opposed to last year.
Further, many tourists have decided to extend their stay in Darjeeling ever since most parts of north Sikkim became inaccessible following the collapse of the Iron Bridge at Rel Khola.(EOI)

MP Surendra Singh Ahluwalia writes to Centre seeking Bharat Ratna for Tenzing Norgay

Darjeeling MP Surendra Singh Ahluwalia has written to the prime minister reminding and urging him to confer the Bharat Ratna to Tenzing Norgay, the most iconic personality of the Darjeeling hills whose 102nd birth anniversary was celebrated on Sunday.
Ahluwalia evoked the prime minister’s speech delivered in Sukna in 2014 where he had said Norgay has been one of the most iconic and inspirational personalities of the nation. And that the climber had been relegated to the background and his immense contribution towards strengthening Indian identity was not recognised as it should be.
The MP’s letter includes part of what Narendra Modi said on April 10, 2014, “In your speech you said the previous government did not bestow honour to Norgay thinking he was just another guide/porter from the hills. You also said the demand of the
Gorkhas of not only the country but the world over is to award Norgay with the Bharat Ratna.” The Darjeeling MP urged the prime minister to play an instrumental role in ensuring Norgay is conferred the prestigious Bharat Ratna and rectify the indifferent attitude of the previous governments.
Tenzing Norgay and New Zealander Sir Edmund Hillary were the first to set foot on Mount Everest on May 29, 1953, a feat which at that time was unimaginable. It was after this that the central government decided to establish the now famous Himalayan Mountaineering Institute in Darjeeling.
The push to confer Norgay with the Bharat Ratna started 20 years ago but lost steam as sportspersons were outside the purview of this highest civilian award. However, in a landmark change in 2012, the UPA government placed an amended bill and got it passed, thus bringing sports personalities in the ambit of the award. Cricketer Sachin Tendulkar was the first to be conferred the award even though the names of Norgay and hockey legend Dhyan Chand had cropped up as potential recipients.
The Gorkha Janmukti Morcha and the Sherpa community too are demanding the Bharat Ratna for Norgay. The movement gained momentum in 2015 when NASA named the first discovered mountain in Pluto as ‘Norgay Montes’. “I make a plea on behalf of all Gorkhas living in the country that our national hero should be awarded the Bharat Ratna. This will recognise the service, hard work and dedication of the Gorkha community towards the nation,” GJM president Bimal Gurung said in a press statement.
The Gorkhaland Territorial Administration has also written to the Centre seeking to rename Bagdogra airport and National Highway 55 after the legendary climber and to install his statue in Parliament’s premises. NH55 is the primary link joining the hills to the plains.
 Norgay has been awarded with the George medal and Coronation medal by the British government, the Iran Shah Medal and the Nepal Tara and Nepal Pratap Vardak awards. The Indian government has honoured Tenzing Norgay (also known as Tiger of the Snows) with the Padma Bhusan. (EOIC)

Morcha - JAP on agitation path

After a bitter and hard fought-Assembly election, the Gorkha Janmukti Morcha and its rival, Jana Andolan Party, are now busy protecting their support base and are on the path of agitation in the hills less than a month after the poll.
Four days after the poll results were announced, the JAP started a relay hunger strike at Tricone Park in Kalimpong from May 23 demanding streamlining of water distribution system in town. The party has threatened to intensify the protest if the problem is not resolved by the public health engineering under the GTA and the residents are not given water on a regular basis.
"We are likely to continue the dharna for some more time since the administration has done precious little to resolve the problem," said Nayan Pradhan, JAP secretary.
The JAP is at present holding meetings at block and village levels to chalk out its future programmes.
The Morcha, too, has decided to launch an agitation to demand land rights to people living in tea gardens and cinchona plantations and tribal status for 11 hill communities.
Suraj Subba, the general secretary of the Janmukti Parcha-Patta Sangharsh Committee, said: "We have decided to hold gate meetings in front of all 87 tea gardens in the hills and in the cinchona plantations on June 13 for an hour before the start work. This is the start of our agitation and we will vigorously pursue our demand."
The Morcha's youth wing, the Gorkha Janmukti Yuva Morcha, has also decided to hold a rally in Darjeeling on June 2 to seek tribal status for 11 hill communities.
"The rally will start from Darjeeling Motor Stand and wind its way to Chowrastha," said Amrit Yonzone, the spokesman for the Yuva Morcha.(TT)

The Championship organised by Darjeeling District Taekwondo Association was held at Capital hall on 28th and 29th May. Master Trilok Subba who led his 5 player have each of bagged gold medals. Sidharth Pradhan, Binay Rai, Pritesh Rai Jitendra Limbu of SUMI School along with Anupama Subba of Girls Higher Secondray School have won gold.

Kalimpong player in both field have now been regularly bagging medals in district , state National and international levels .

GTA pulled down Sailabash century old palace to set up hotel management school

Darjeeling's rare connection with present-day Bangladesh and a part of the hill town's rich history has been reduced to rubble.
The GTA has pulled down Sailabash, the over-a-century-old summer retreat of the raja of Digapatia, to set up a modern hotel management institute and guesthouse in one of the last few available green spaces in Darjeeling.
Digapatia is now in Rajshahi, Bangladesh.
The palace under the tourism department of the GTA near Jalapahar and was brought down about two weeks ago. "The building was in a dilapidated state and recent earthquakes too had caused some damage," said Kishore Ghimire, an executive engineer of the GTA.
In his book, A Concise History of The Darjeeling District Since 1835, which was published in 1922, E.C. Dozey, a writer and historian, said the building had been set up on land that was once owned by Capt J. Masson, the superintendent of Tukvar tea estate, by the "Digapatia Rajah". The retreat was earlier called Girivilash and the name was changed to Sailabash after Independence.
The Late Nayan Subba's soon-to-be-published book, Heritage buildings of Darjeeling, Kalimpong and Kurseong, says Raja Pramatha Nath Rai Bahadur had founded Girivilash whose garden was laid out by a German floriculturist and horticulturist, Morgenstern, and was looked after by 12 gardeners.
Nobody could say exactly in which year the building had been constructed. But its believed it was built in the last decade of the 19th century.
"Girivilash was a favourite place for the British governors of Bengal....The British army took over the palace in 1942. Later on, it was acquired by the government. It also served as a Tibetan school for a while. The palace has lost the historical grandeur of Girivilash," writes Subba.
According to Subba, the colonial building had an attic with miniature gables and a small dome, and an all-weather glazed rotunda with small square windows in classical style. There was a tennis court as well.
"Raja Pramadanath Roy occupied the front suite on the ground floor, which included the library, with its precious screens of velvet and ornate wooden pelmets," writes Subba.

Subba writes. It was "beautifully furnished with a curtained brass cot and a chandelier. There was a huge grandfather clock, which indicated the days of the month and the full moon day (Ekadashi). On the ground floor were the drawing room, dinning room, tash khana (card room) and the billiards room," Subba adds.
Despite being in a dilapidated state, Sailabash was still a landmark in Darjeeling and used to house a guesthouse after Independence. Once the building was taken over by the Darjeeling Gorkha Hill Council, the office of the hill body's vice-chairman was housed there. For the past 20 years, the building had been lying vacant.
Bharat Prakash Rai, convener of the Indian National Trust for Art and Cultural Heritage (Darjeeling chapter), said: "How foolish can we be to dismantle such structures in the name of development. Could it not have been repaired? We have lost a piece of history and that is very sad."
Dawa Lepcha, the GTA Sabha member in charge of tourism, said: "A big-scale hotel management institution will be coming up and the requirements were such that the building had to come down."
GTA executive engineer Ghimire said the project cost had been pegged at Rs 55 crore. "Apart from the institution, there will also be a guesthouse with 24 rooms for in-house training. The infrastructure is being set up as per the parameters laid down by AICTE (All India Council for Technical Education)"
The five-acre plot in which the Sailabash was located has Annapurna and Kafal guesthouses, along with a pond built by the DGHC. "The Annapurna guesthouse will be used as an administrative building for the institution, while a part of Kafal will have to be dismantled. The pond will be smaller in size and we will have facilities for rainwater harvesting," said Ghimire.
The engineer said restoration of the building would have cost much more.(TT)

Tourism projects planned in north Bengal hope with minister Deb

Three state tourism projects planned in north Bengal and announced in this year's budget are yet to take off, but with Gautam Deb at the helm of affairs in the department, stakeholders of the industry are hopeful that the proposals would be taken up soon.
In February, when state finance minister Amit Mitra presented the 2016-2017 budget, he had said the tourism department had taken up three eco-tourism projects - at Tinchulay, near Darjeeling, Gossainhat, near Gayerkata in the Dooars, and Sipchu, near Nagrakata in the Dooars.
"The finance minister had also said that the budgetary allocation for the tourism department had been increased to Rs 295 crore in the current fiscal from Rs 257 crore in 2015-2016," a source said.

The minister had mentioned in his budget speech that 103 new tourism projects had been completed between 2011 and 2015, whereas between 2007 and 2011, only 51 projects had been completed.
Soon after the announcements, the model code of conduct came into force for the Assembly polls. After the results, the tourism department got a new minister. Former north Bengal development minister Gautam Deb replaced Bratya Basu, who was in charge of tourism department before.
According to sources, Deb's selection as the tourism minister has made the stakeholders of the industry in north Bengal hopeful.
"Despite tourism being one of the top priorities of the state government and the chief minister, who has time and again given impetus to the sector and intends to promote it for generation of employment and revenue, performances of the previous two tourism ministers - Krishnendu Narayan Chowdhury and Bratya Basu - have been miserable," a senior tour operator based in Siliguri said.
"In fact, in north Bengal, it was Gautam Deb - who was the north Bengal development minister then - who took up the task of monitoring and executing a number of important tourism projects planned by none other than the chief minister," he added.
Raj Basu, a veteran in tourism industry from Siliguri, said: "We are confident that Gautam Deb will live up to the expectations of the chief minister. We had demanded earlier that the tourism minister should be from north Bengal as the region accounts for around 80 per cent of the total tourists visiting the state."
He added: "We are hopeful that the department will frame an ideal tourism policy and focus on soft skill development of those involved in the sector, coupled with marketing of the state as a tourism destination in the national and international markets."
Samrat Sanyal, the working president of the Eastern Himalaya Travel and Tour Operators' Association, said Deb's knowledge of the terrain would be of immense help. "He is well aware of the potential of this sector in north Bengal and also has a clear idea about the terrain. We hope that the projects announced during the budget would be taken up soon and new sites will come up and most importantly, the minister can bring about integration of different service providers of the industry. Such integration would lead to better services to tourists," he said.
Deb, who is in Calcutta, said: "I am in touch with the officials of my department and I am gathering information from them. We are determined to work and see that the tourism sector flourishes in our state. It is one of the priority sectors of the government as was mentioned by the chief minister. Speculation over the West Bengal Joint Entrance Examination (Medical) has finally came to an end. Immediately after taking charge, minister of state (health) Sashi Panja held meetings with the authorities at Swasthya Bhavan on Monday and decided to hold the exam on July 20.

Monday's decision may have come as a relief for 75,862 candidates but they are still a worried lot. With the National Eligibility Cum Entrance Test ( NEET II ) scheduled on July 24, many medical aspirants feel it would be difficult to shift focus from one exam to another in a gap of three days.

"It is sheer waste of time and money. Initially, we were preparing for WBJEE and it suddenly got scrapped. So we started to prepare for NEET II, which I had no plans to apply for. To ensure a better chance, I even enrolled in a specialized coaching class with a lump sum money. And now again, I hear that WBJEE will be held on July 20. So, NEET II does not remain as important as it would have been otherwise," said a candidate.

Sunil Agarwal, centre director of Aakash Institute, however, had a word of encouragement. "WBJEE will be immediately followed by NEET II. I believe there will be a change in the pattern of question between the two examinations. The students need to focus on the syllabus only," he added.

The WBJEE board has decided to hold the medical test even in states like Tripura and Assam, much on the lines of the engineering exam. "The number of centres for engineering was 323. In case of medical, however, the numbers will reduce. The remaining rules and regulations will remain the same," said WBJEE board chairman Sajal Dasgupta. According to sources in the board, new set of question papers will be prepared for physics and chemistry.

The results will be published after two weeks of the exam. "We shall start the process of counselling from the second week of August. The classes shall begin from September. This year, due to unavoidable circumstances, the classes across 16 medical colleges will start a month later,' a senior health department officer added.(TOI)

A Darjeeling court today completed a high profile conviction and sentenced a government official to three years rigorous imprisonment along with a fine, after pronouncing him guilty of outraging the modesty of a minor girl while on duty.
Sapan Kumar Bhattacharya (56), the joint block development officer of Kurseong sub-division, was found to have molested a minor in 2013 on the pretext of giving her official favours.
After the court verdict, public prosecutor Pranay Rai said, “The additional sessions first court judge Subash Kumar Kar convicted Bhattacharya, a resident of Deshbandu Para in Siliguri, and sentenced him to three years RI along with a fine of Rs20,000.”
According to the PP, the incident happened on June 4, 2013 at the Kurseong joint BDO’s chamber when Bhattacharya made advances towards the victim, then a minor. “The accused was the joint BDO of Kurseong and the victim had gone to him to get some documents attested. In the course of attesting the documents, the official made sleazy comments about her physical features and her dress up,” Rai said.
The PP said Bhattacharya also promised to buy the victim a mobile phone and touched her inappropriately while she was leaving his chamber. “He (Bhattacharya) touched the victim and also tried to lure her with promises of gifts if she cooperated and gave in to his ill-advances,” Rai said.
The victim, still in a state of shock at what had happened, went home and narrated her ordeal to her parents, who filed an FIR the same day against the official with the Kurseong police station. The police reacted on the complaint immediately and arrested Bhattacharya that evening, June 4, 2013. He was charged under the Protection of
Children from Sexual Offence (POCSO) Act 2012. However, Bhattacharya was given bail on July 8, 2013 and had been appearing for hearings till his conviction today.
The public prosecutor said the court also directed that Rs15,000 from the fine amount of Rs20,000 be given to the victim as compensation. (EOIC)

He was granted temporary bail later today.
Public prosecutor Pranay Rai said: "Swapan Kumar Bhattacharjee (56), the block development officer of Mainaguri, was sentenced to three year imprisonment and a fine of Rs 20,000, failing which he would have to undergo simple imprisonment for another year. The sentence was announced by Subash Kumar Kar, the additional sessions first court judge in Darjeeling."
"On June 4, 2013, the victim, who was 16 years old then, had gone to come to the officer to get her Madhyamik certificates attested. Inside his chamber, Bhattacharjee told the girl that she was very weak weal and feeble and asked her the reason for being so skinny," said Rai."The officer told the then advised the girl to wear a red inner wear instead of white a white inner wears and then put his hand on her chest. He also asked for her phone number and when she said that she had no phone, he even offered to give her a one mobilephone," said Rai added. "As the girl tried started running out of his the chamber, Bhattacharjee held her hand and kissed her palm and told her telling her that he had developed an attraction for her and that he was infatuated by her. ," said Rai.
"The convict (officer) also assured to do all her official work whenever needed." said the public prosecutor.

Minister Rabindranath Ghosh planning to open offices in all seven districts

Rabindranath Ghosh, the new minister in charge of north Bengal development department, today said he was planning to open offices in all seven districts for better execution of schemes.
Speaking to The Telegraph over the phone from Calcutta, Ghosh said: "I have plans to open a branch of the department in all districts of north Bengal for better execution of schemes. The offices can help handle different works at district level and make it convenient for people to access the department."
The department has offices in Jalpaiguri and Kurseong now. It is headquartered at Vivekananda Bhavan off Hill Cart Road in Siliguri.
The minister said he would attend his office in Siliguri thrice a week.
Ghosh said his focus would be on the improvement of infrastructure and tourism destinations in the region. "The chief minister has bestowed a huge responsibility on me. I have already spoken to officials of my department and will give impetus to infrastructure development and creation of new tourism destinations in the region."
Elected from Natabari Assembly constituency in Cooch Behar for the second time, Ghosh was given the most important ministry in north Bengal in terms of scale of work and allocation of funds.
As the Trinamul Cooch Behar district president, he was rewarded by Mamata for ensuring the party's victory in eight of the nine seats in the district in the Assembly elections. In 2011, Trinamul could secure only four seats in the district.
"After I was assigned with north Bengal development department, I have spoken to my cabinet colleague Gautam Deb, who had held the portfolio in the past five years and executed hundreds of projects in the region. He is the tourism minister now. I have sought his guidance and will work in consonance with his department in the coming days," said Ghosh.
In the past five years, the state has made a total budgetary allocation of around Rs 1,800 crore for the department.
Ghosh said he would sit with officials and collect feedback from all the seven districts to make an assessment on the condition of roads and drainage. "Based on the findings, we will take up projects in areas concerned. I also have plans to expand the green cover of north Bengal by taking up extensive plantation programmes in association with the forest department," said Ghosh.
After taking oath as the minister, Ghosh is yet to visit his home or the office in Siliguri.
Officials of the department in Siliguri said they were eagerly waiting for the new minister to reach their office. "Our department is only five years old. The former minister (Deb) has proved himself. We (officials and Ghosh) could together meet the aspirations of the chief minister who has time and again said she wants the department to ensure the development of the region," said an official who didn't want to be named.(TT)

Three killed as car falls into Teesta Dam at Dikchu
Three men were killed when their car plunged 200ft into a reservoir in the Teesta near Dikchu in North Sikkim last night.
The bodies were recovered from the hatchback after an operation that continued for around 10 hours in two phases. The trio were returning home after visiting a market at Dikchu, 45km from here.
The deceased are Deo Bir Limbo, 30, Bhakta Bahadhur Limbo, 30, and Sunil Limbo, 38. They were residents of Mangshila village in North Sikkim and used to do odd jobs. Police said Deo Bir was driving the car.
An employee of the Border Roads Organisation saw the car falling into the river around 7pm yesterday and informed the police.
The North District superintendent of police, Shammi Rai, said the vehicle had submerged in the reservoir of NHPC stage IV after falling almost 200ft from the road.
"It took almost 20 hours to recover bodies. We searched for the bodies till three in the morning, after which the operation was suspended because of heavy rainfall. The search resumed at 11am and the bodies were found in the car at 4pm," said the SP.
Rai said the NHPC had discharged some water from the dam so that the search could be carried out properly.
Divers from the Home Guards Rescue under the Sikkim police and those sent by private rafters at Kalimpong in neighbouring Bengal conducted the operation. The SP and district collector Karmpa Bonpo were at the spot this morning.
The bodies were taken to North District hospital at Mangan for post-mortem.
"Our priority was to take out the bodies. We will now focus on finding the actual cause of the accident," said a police officer.(TT)

Kallej valley tea estate shuts down over salary non-payment

The staff members and workers of Kallejvalley tea estate have unofficially shut down work in the garden citing non-payment of salaries since January of this year. The owner, Alchemist Group, also owns two other tea estates, Dooteriah and Peshok, and workers in either of them haven’t been paid their salaries as well.
More than 670 workers of Kallejvalley haven’t been paid, with the total amount shooting up to a staggering Rs 1.72 crore. And along with the 1,372 workers in Dooteriah and the 570 in Peshok, the company is almost Rs10 crore in debt. According to Suraj Subba, general secretary of the Darjeeling Terai Dooars Labour Union (DTDLU), pleas and requests on their part have proved useless and the situation now demands for sterner methods of agitation. During a meeting with the owners earlier, a promise to pay up pending dues every month had been made, but that pledge has turned out hollow, he said. The provident fund department has also filed a number of cases against the company directors and management for breach of cash deposition made by the workers from their wages.
The situation among the workers has turned dire as they cannot even meet their medicals needs. Moreover, the general manager along with two other officials has resigned. Currently, there are no assistant managers in the tea garden. Yogdeep Gurung, who resigned from the post of general manager of Dooteriah Kallejvalley, said, “Non-payment of workers’ wages and staff salary, and the paucity of raw materials to run the factory rendered the functioning of the tea-estate impossible.” At the time of his resignation, Gurung had not been paid his salary of seven months.(EOI)

Police busted illegal rifle manufacturing unit in Sikkim
Police busted an illegal rifle manufacturing unit being run allegedly by a father-son duo at a remote village not far away from the Nepal border in West Sikkim yesterday.
While Mahavir Kami, 62, was arrested, his son Prakash Kami, 24, managed to flee.
The duo were allegedly making rifles at their house at Sardung, around 90km from Gangtok.
"We raided a house at Sardung yesterday evening after receiving information that two persons were manufacturing and selling rifles illegally. The raid was conducted in the presence of the subdivisional magistrate of Geyzing," West District superintendent of police Pratap Pradhan said today.
A Sashastra Seema Bal camp is located in the area and its help was sought in the raid, said Pradhan.
The police have recovered a single barrel rifle, four rifle butts made of wood and two iron barrels.
A drilling machine, a heavy electric motor and various other tools required to make the guns were also seized from the house.
The SP said as the village where the raid had been conducted was not far from the Nepal border, it had to be investigated if the arms were being smuggled into the neighbouring country.
"That Sardung where the arms were being made is near the Nepal border is a cause of concern for us. Now that the arms manufacturing den has been unearthed, we are trying to find out certain things. First, we are trying to know for how long was the unit being run and who the buyers were. Second, we need to find out if the arms were being smuggled across the border into Nepal. Finally, the police will have to find out if more people were involved in the manufacture of illegal firearms," said Pradhan.
Sardung is about 40km from the Nepal border.
Mahavir and the son were booked under Section 25 of the Arms Act 1959.
The arrested man was produced in a court in Geyzing today and remanded in police custody for five days, said sources.
"We are making all possible efforts to catch the other accused. All police stations in Sikkim have been alerted so that he can be caught," said a police officer.
Pradhan said Mahavir had been arrested in 1994 on the same charges.(TT)

The stalemate continues on the reopening of the Darjeeling Rangeet Valley Passenger Ropeway service suspended a week ago by the district magistrate citing non-furnishing of a no-objection certificate by the operating company.
A major tourist attraction, the ropeway service was closed on May 26 by the Darjeeling district administration after the West Bengal Forest Development Corporation (WBFDC) lodged a formal complaint stating the operator, Conveyor and Ropeway Services Private Limited (CRSPL), had failed to furnish the mandatory NOC from the state PWD department. The ropeway is a joint venture of the CRSPL and the WBFDC and the former is responsible for maintaining the service and also providing the NOC.  Officials of the CRSPL were tight-lipped about the possibility of an early reopening of the ropeway service, but a senior authority who did not wish to be named, said, “We were asked to submit a technical audit after reports of sagging of the lines between two trestles were brought to light. We have already prepared a technical report and only require the signature of the PWD principal secretary and the chief engineer.” The official also said this could take some time as the PWD principal secretary is on medical leave while the chief engineer had just retired.
“The principal secretary has not come to office, while there is a new chief engineer now, who we will have to meet,” the CRSPL official said. The CRSPL had hired the Industry-Institute Partnership Cell, Indian Institute of Engineering Service and Technology, Shibpur, which had conducted a field inspection from September 11-13, 2015 which was then submitted to the state PWD. The PWD had issued an NOC on September 22, 2015 stating it had not objections for commercial use of the DRV ropeway service for one year, from September 14, 2015 to September 13, 2016. Even so, the PWD department had said the overall condition of the ropeway system should be monitored regularly. According to the WBFDC, it is mandatory to renew the NOC every year and it has to get the recommendation of the state PWD department.
In this case, the CRSPL had not renewed the NOC since November, 2015. The Darjeeling district administration said it had not received any official intimation from the state PWD department in this regard.  “We have not received any kind of communication from the PWD yet. The issue is simple: we will go by the recommendations of the PWD as they have the technical manpower and knowledge which we lack. The CRSPL is free to hire anybody, but that report has to be submitted to the PWD for its recommendation,” said U. Swaroop, the additional district magistrate. An aerial view showed the ropes between trestles 42 and 43 sagging and the district administration, apprehending the chances of an accident, decided to stop service temporarily. In October 2003 the passenger ropeway service was closed after a fatal accident that killed four tourists. The service was resumed after eight years in 2012 after a thorough survey and technical recommendations, including deployment of modern safety measures. (EOIC)

BGJSM Rally for tribal status in Darjeeling

The Bharatiya Gorkha Janjati Sangarsha Mahasangh (BGJSM), an affiliate of the Gorkha Janmukti Morcha, today organised a rally starting from the Lower Motor-stand to Chowrasta with the demand for granting tribal status to 11 communities, 10 from the hills and one from the Dooars.

It criticised the state government for granting special provisions to communities like the Lepchas to divide the Gorkha community. The 11 communities comprise the Bhujel, Gurung, Mangar, Newar, Jogi, Khas, Rai, Sunwar, Thami, Yakha (Dewan) communities from the hills and Dhimal from the plains. GJM leader Asha Gurung said they have not given up on the demand for a Gorkhaland state in place of tribal status, and that securing tribal status for the 11 communities would only bolster the fight for achieving a separate state.
Calling on Opposition parties, she said: “We do not ask you to join our party, we seek your support in our demand for tribal status as it is for the benefit of all.” Meanwhile, later in the afternoon, Shardha Subba, the president of the TMC Mahila hill unit, held a press conference where she pointed out that in a meeting on May 25, the Union Cabinet gave its ex-facto approval for the granting of ST status to certain tribes in Assam, Jharkhand, Tamil Nadu and Puducherry. Not even one from the 11 Gorkha communities has been included in this official announcement, she said. She accused the GJM of making farcical claims and toying with the gullible public to further its own interests. “In an age of smart-phones, I implore to the public to thoroughly investigate into such claims,” she concluded.
